The
Florida State Legislature has taken note of the high rate released
inmates who return to prisons, known as the recidivism rate, and has
invited
development of 100-hour, pre-release curricula that would help inmates
to
become successful, law-abiding citizens.
A US Department of Justice
study showed that over 2/3 of
prisoners
released from prisons in 15 states in 1994 were rearrested for serious
crimes
within 3 years. In
light of this, the Legislature has identified five modules it
wishes to be
part of a pre-release orientation program to be used in the state
prisons. Faith-based
proposals were to be considered. These
modules are:

The FIT program is based on the assumption that the identified modular topics can be best addressed by appealing to an individual’s religious values and modeling constructive behavior within that context. To be effective, enough depth has to be developed to be meaningful. We have therefore chosen strategic topics that focus on underlying basic needs and challenges to be overcome. Module
1 emphasizes parenting and anger
management, life skills that are essential to real meaning. |

| This
project is centered
around
well-established programs
and structured published materials which lend themselves to the modular
approach. They include the Dad’s Coaching Clinic program,
Living Free/Turning Point ministries, and materials (Financial Success
from Scratch) written directly for the 100-hour curriculum by this
ministry (Florida Inmate Training).

| This program is dependent upon leaders who are trained in the small group format where a maximum of interaction is encouraged. This helps prisoners to see practical application in terms they understand. It is not enough just to hand inmates materials to read on their own. Our approach is multifacited: one-on-one, video clips, and small group interaction, but the heart of the program is in the dedicated trained leaders who both have the heart for prison ministry and skill in facilitating small group interaction. Thus our training emphasizes leader preparation as much as content material. Training is appropriate for pre-release, halfway house, and post-release ministries. Certificates are awarded to candidates who successfully complete our training programs. |
| This first phase began in 2005 and before with training for the parenting module, Dad's Coaching Clinic (DCC), in the Polk County Jail. Success was so great that the attempt was made to spread this statewide. Planning for expanding into a full 100 hour format followed with the first training in Lakeland, FL in May 2006. In April 2007, pilot programs using the small group format were completed in three different settings: Polk County Jail, Bartow, FL; Sowing Seeds Residential Center, Lakeland, FL, and the Polk Juvenile (state) Correctional Institution, Polk Cit |
